    The purpose of the schoolhouse on wheels project is to develop basic skills and social behavior in children three to five years of age．This is done through games，exercises，toys and simple handcrafts．The schoolhouse on wheels concept also teaches the young children to recognize 300to 400words on the printed page．This is a great advantage in helping the pupils to learn to read when they begin regular school．In its three-year history the project has helped about 350children in an area made up of five counties，an area of 20，000square kilometers．The schoolhouse on wheels is part of the Appalachian Educational Laboratory，a research effort paid for by the government．Besides the mobile classroom，other parts of the program include lessons by television and visits to the homes of the students．The technique is very effective，and one teacher can do the work of seven in a traditional educational system．As a result the program costs about 50% less than the regular kindergarten．
    All these advantages of the schoolhouse on wheels have made both parents and school officials happy．West Virginia plans to increase the program and to include it in the public school system so that more than 4，500preschool children can have this valuable learning experience．

    16．Many private schools of higher education around the country are in danger．Not all will be saved，and perhaps not all deserve to be saved．There are low-quality schools just as there are low-quality businesses．We have no duty to save them simply because they exist．
    But many promising institutions that deserve to continue are threatened．They are doing a fine job educationally，but they are caught in a financial squeeze，with no way to reduce rising cost or increase income significantly．Raising tuition（学费） doesn't bring in more income，for each time tuition goes up，the enrollment（入学） goes down，or the amount that must be given away in student aid goes up．Schools are bad businesses，whether public or private，not usually because of mismanagement but because of the nature of the business．They lose money on every customer，and they can go bankrupt either from too few students or too many students．Even a very good college is a very bad business．
    It is such colleges，promising but threatened，that I worry about．Low enrollment is not their chief problem．Even with full enrollment，they may  go under．Efforts to save them，and preferably to keep them private，are a national necessity．There is no basis for arguing that private schools are in nature better than public schools．There are many examples to the contrary．Anyone can name public universities and colleges that rank as the finest in the nation and the world．It is now inevitable that public schools will be dominant，and therefore diversity，which is a national necessity，should be advocated．In an imperfect society such as ours，uniformity of education throughout the nation could be dangerous，and diversity tends to be healthy in the forms of education．Not only supporters of public higher education，but also the whole society should be fully conscious of what great impact sustaining private higher education has．
