Some think it¡¯s necessary to change the driver£®It will be an effective way to control the number of private cars£¬which creates the traffic jams and airpollution we all suffer from£®If they don't want to pay,they can take public transport instead£®What's more,the money raised by the charge can be used to improve public transportation£®

However, others against it , They hold the view that people drive because they have to , of rvarious reasons, And they have paid a lot for their cars:higher oil price, taxes, fees , Government should try to find another way to solve the problem , Besides, The congestion charging will damage the economy as shoppers may desert centers, As a result will lose lots of money,

In my opinion , It will be an unfair burden for car-owners who already pay various taxes and fees, But I do hope the government can improve the public transportation first, If they found it convenient ot go out with the help of public transportation they will surely have a better choice.
