Besides the practice of monopoly State-owned enterprises raising prices at will does not seem to bode well for a low-carbon economy.

The government has a responsibility to strengthen regulation of utility charges and make the pricing mechanism more transparent. In the age of the low-carbon economy, the Chinese government needs to strike a new balance between public welfare and business competitiveness.

The new model is the highly interactive(互动的)learning model. We could also call it the conversational model, or the tutorial model. It is computer based, with the interaction between the student, or a small group of students, and learning programs are like the conversation between a student and a skilled tutor. Distance learning will be the main delivery method.

Student interaction with the learning material on the computer will use the student's natural language; it will seem like a conversation between a student and a human tutor. This is the key point of highly interactive, or conversational, learning units. Programs will ask questions in the student’s native language, and respond reasonably to free-form student input. An important aspect of this model is that the computer will frequently store information about the student, about problems and about how far individual students have progressed. timeline, there are several factors to consider when deciding when to move. Keep in mind that these
