The temperature is rising again in the Arctic. The sea ice area has dropped to one of the lowest levels on record, climate scientists reported last week.
“The new Arctic Report Card tells a story of widespread and continued effects of a warming Arctic,” said Jackie Richter-Menge of the US’s Cold Regions Research and Engineering Laboratory.
“This isn’t just a climatological (气候学的) effect. It impacts the people that live there,” she added.
Scientists concerned about global warming focus on the Arctic because that is a region where the effects are expected to be felt first, and that has been the case in recent years.
There was a slowdown in Arctic warming in 2009, but in the first half of 2010 warming was near a record pace. The monthly readings were over 4 degrees Celsius above normal in northern Canada, according to the report card. The report card was prepared by 69 researchers in eight countries.
Researchers said last winter’s big snow storms that struck some Northern countries were tied to higher Arctic temperatures.
“Normally the cold air is bottled up in the Arctic,” said Jim Overland of the US National Oceanic and Atmospheric Administration. “But last December and February, winds that normally blow west to east across the Arctic were instead bringing the colder air south,” he said.
“As we lose more sea ice... warming in the atmosphere can create more of these winter storms,” Overland said.
There is a powerful connection between ice cover and air temperatures, Richter-Menge explained. When temperatures warm, ice melts. When ice melts it shows darker surfaces underneath , which absorb  more heat. “That, in turn, causes more melting and on the cycle goes,” she said.
In September the Arctic sea ice extent was the third smallest in the last 30 years, added Don Perovich of the US Army Laboratory. He said the three smallest ice covers have occurred in the last four years.

Federal regulators(调整者) Wednesday approved a plan to create a nationwide emergence alert (警报) system using text messages delivered to cell phones.
Text messages have exploded in popularity in recent years, particularly among young people. The wireless industry’s trade association, CTIA, estimates(估计) more than 48 billion text messages are sent each month.
The plan comes from the Warning Alert and Response Network Act, a 2006 federal law that requires improvements to the nation’s emergency alert system. The act tasked the Federal Communications Commission (FCC) with coming up with new ways to alert the public about emergencies.
"The ability to deliver accurate and timely warnings and alerts through cell phones and other mobile services is an important next step in our efforts to help ensure that the American public has the information they need to take action to protect themselves and their families before, and during, disasters and other emergencies," FCC Chairman Kevin Martin said following approval of the plan.
Participation in the alert system by carriers –telecommunications companies is voluntary, but it has received solid support from the wireless industry.
The program would be optional for cell phone users. They also may not be charged for receiving alerts.
There would be three different types of messages, according to the rules.
The first would be a national alert from the president, likely involving a terrorist attack or natural disaster. The second would involve "approaching threats," which could include natural disasters like hurricanes or storms or even university shootings. The third would be reserved for child abduction (绑架) emergencies, or so-called Amber Alerts.
The service could be in place by 2010.

Most Americans have great respect for their flag and every school day begins with the Pledge of Allegiance to the Stars and Stripes. Written in 1892, this pledge is recited in schools before classes begin and it serves as a sign of unity and identity for the various groups of people who have come from so many different lands and cultures.
Students stand at attention with their right hand over their heart, face the flag which is displayed in the classroom before them and begin, “I pledge allegiance to the flag of the United States of America.” Even the immigrants who come from distant lands must recite this pledge to the flag when they become eligible for citizenship.
The American flag is also known as “Old Glory” and over the years has evolved to its present form of fifty stars and thirteen stripes. The stars represent the fifty states and the stripes stand for the original thirteen colonies.
The first version of the flag with its stars and stripes appeared in 1777, but only had thirteen stars. As each new state joined the union, a new star was added. The last star to be added was in 1960 after Hawaii became the fiftieth state. In the future if another state joins the Union, another star will be added to the field of blue. The number of stripes, however, remains consistent and never changes.
The design of the flag may have altered over the years, but the colors, red, white and blue, have remained constant. In 1782 the Congress of the United States proclaimed that red stood for hardiness and courage, white stood for purity and innocence, and blue for justice and perseverance.
It was the flag which inspired the creation of the national anthem: “The Star Spangled Banner” in 1812. President Wilson in 1916 and later President Coolidge in 1927 suggested in proclamations to fellow countrymen that a special day be set aside to honor the flag. In 1949 the American Congress gave official recognition of June 14 as Flag Day.

The US government has started a website, Admongo, to help children think critically about the advertising aimed at them. It claims to provide visitors with an “aducation” through games and other entertainment.

A cartoon man dressed in old time pilot clothing greets visitors to Admongo. "Call me Haiz", he says upon arrival in a rocket ship that opens up with a crazy world inside it. Spacey dance music plays in the background as Haiz tells visitors that they need to learn about advertising.

The idea behind Admongo is to teach children three things: To identify the advertiser. To know what the advertiser is really saying. And to know what the advertisement is trying to get the child to do.

Then they begin a trip through ad-land, where there are ads on buses and billboards. The players have to find all the marketing in the neighborhood before they can move on to the next level.
The Admongo game takes players inside a home, to the advertising studio and everywhere else ads can be found. It is a complete exploration of the world of marketing.
One such area is food marketing. The Federal Trade Commission(FTC) says it is a big business. The FTC estimates that food, drink and fast-food restaurants spent more than one and a half billion dollars on advertising to young people in 2009.
The FTC says children are important for three reasons. They buy products. They influence parents and caregivers to buy. And they are the future adult buyers of the products.
A recent study says most advertising aimed at children is for foods of the lowest nutritional value. First Lady Michelle Obama has said she would like to see advertisers marketing healthy foods for children.

What is the relationship between violence and sports? Psychologists say that there are many reasons for violence at sports events. One is alcohol. Many fans drink a lot at games. When people drink, they are more likely to do abnormal things. Psychologist Dennis Brock says, “Quiet people become loud. Normally nonviolent people become destructive. ”

Social psychologist Dr. Sharon Kennedy says that there are some things officials can do to prevent violence. Making sure that an area is not overcrowded is very important. Officials should also think of games as “big parties.” Then they will prepare differently. Kennedy says that in Great Britain they are controlling the problem with cameras in all the stadiums. “When you know someone is watching, you are much less likely to behave badly. ”

Researchers believe that the insect(昆虫) is better at managing congestion (拥挤) than humans. Ants are the most many type of animal on earth with brains that contain about 250,000 cells ---- the largest among insects.
Now an intelligence expert Dr. Dirk Helbing says understanding more about ants could help solve one of the headaches of modern life -- road congestion.
His team set up an "ant motorway" with two routes of different widths from the nest to some sugar syrup (糖浆). Soon the narrower(更窄的) route soon became crowded(拥挤的). But when an ant returning along the crowded route to the nest met with another ant just starting out, the returning ant pushed the newcomer onto the other path. The result was that just before one route became clogged , the ants had turned to another route and traffic jams never formed.
The researchers also created a computer model of more complex ant networks with routes of different lengths. The team found that even though ants being sent in another direction sometimes took a longer route, they still got to the food quickly and efficiently.
Dr. Helbing, of the Dresden University of Technology in Germany, said that while you cannot allow cars to meet with traffic coming in the opposite(相反的)direction as a form of traffic control, you could do the next best thing and allow them to communicate.
His plan is to force cars traveling in one direction to tell oncoming traffic what the conditions they are about to meet with-- so they can avoid that situation if necessary.
