  This brief book is aimed at high school shjeents , but speaks to anyone learning at any stage of life.

  Its formal ,serious style closely matches its content ,a school-masterly bonnk on schooling .The author , W .H . Armstrong ,starts with the basics : reading and writing . In his opinion , reading doesn’t just mean recognizing each word on the page ; it means taking a sandwich and makes it a part of himself .The goal is to bring the information back to life , not just to treat it as dead facts on paper from dead trees . Reading and writing cannot be completely separated from each other ; in fact ,the aim of reading is to express the information you have got from the text .I’ve seen it again and again :some-one who can’t express an idea after reading a text is just as ineffective as someone who hasn’t read it at all.

Only a  thied of the bonk remains after that discussion ,which Armstrong devotes to specific tips for studying languages ,math , science and history . He generally handles these topics thoroughly(透彻地) and equally ,except for some weakness in the science and math sections and a bit too much passion(激情) regarding history to his students , that was a  hundred times more than my history teachers ever got across .to my disappointment , in this part of the book he ignores the arts .As a matter of fact ,they demand all the concentration and study that math and science do,though the study differs slightly in kind .Although it’s commonly believed that the arts can only be naturally acquired ,actually ,learning the arts is no more natural than learning French or mathematics.

My other comment is that the text aged. The first edition apparently dates to the 1960s---none of the references(参考文献)seem newer than the late 1950s. As a  result, the discussion misses the entire computer age.

These are small points, though, and don’t affect the main discussion. I recommend it to any student and any teacher, including the self-taught student.

In a natural disaster—a hurricane,flood,tornado,volcanic eruption,or other calamity—minutes and even seconds of warning can be the difference between life and death.Because of this,scientists and government officials are working to use the latest technological advances to predict when and where disasters will happen.They are also studying how best to analyze and communicate this information once it is obtained.The goal is to put technology to effective use in saving lives and property when nature unleashes its power with devastating results.

On September 29,1998,Hurricane Georges made landfall in Biloxi,Mississippi,after devastating Haiti,the Dominican Republic,Puerto Rico,and several islands of the Caribbean with torrential rains and winds up to 160 km/h (100 mph).Few people lost their lives along the Gulf Coast of the United States,although hundreds died in the Caribbean.

This was a very different outcome from 1900,when a powerful Gulf Coast hurricane made an unexpected direct hit on Galveston,Texas,killing at least 6 000 people.Vastly improved hurricane warnings explain the different circumstances at either end of the 20th century—residents of Galveston had no advance warning that a storm was approaching,while residents of Biloxi had been warned days in advance of Georges’s approach,allowing for extensive safety precautions.

At the same time that people in Biloxi were thankful for the advance warning,some residents of New Orleans,Louisiana,120 km to the west,were less satisfied.A day before Georges made landfall,forecasters were predicting that the hurricane had a good chance of striking New Orleans.Because much of New Orleans lies below sea level,the city is at risk for flooding.In addition,because New Orleans has a large population in vulnerable locations,emergency management officials must begin evacuations well before a storm strikes.But evacuation costs money:Businesses close,tourists leave,and citizens take precautionary measures.The mayor of New Orleans estimated that his city’s preparations for Georges cost more than 50 million.After the full fury of Georges missed New Orleans,some residents questioned the value of the hurricane forecasts in the face of such high costs.

The differing views on the early warnings for Hurricane Georges illustrate some of the complexities involved in predicting disasters.Disaster prediction is more than just forecasting the future with advanced technology—it is also a process of providing scientific information to the government officials and other decision makers who must respond to those predictions.

In general,the process has three phases.First,there is the challenge of forecasting the event itself.In the case of Georges,scientists worked to predict the future direction and strength of the hurricane days in advance.

A second important challenge is communicating the forecast to decision-makers.Because forecasts are always uncertain,a central factor in disaster predictions is communicating this uncertainty.Uncertainty is usually described in terms of odds or probabilities,much like daily weather forecasts.The media plays an important role in communicating predictions and their uncertainty to the public.

When next year’s crop of high-school graduates arrive at Oxford University in the fall of 2009, they’ll be joined by a new face: Andrew Hamilton, the 55-year-old provost(教务长) of Yale, who’ll become Oxford’s vice-chancellor——a position equal to university president in America.

Hamilton isn’t the only educator crossing the Atlantic. Schools in France, Egypt, Singapore, etc. have also recently made top-level hires from abroad. Higher education has become a big and competitive business nowadays, and like so many businesses, it’s gone global. Yet the talent flow isn’t universal. High-level personnel(人员) tend to head in only one direction: outward from America.

The chief reason is that American schools don’t tend to seriously consider looking abroad. For example, when the board of the University of Colorado searched for a new president, it wanted a leader familiar with the state government, a major source of the university’s budget. “We didn’t do any global consideration,” says Patricia Hayes, the board’s chair. The board finally picked Bruce Benson, a 69-year-old Colorado businessman and political activist(活动家) who is likely to do well in the main task of modern university presidents: fund-raising. Fund-raising is a particularlly American thing, since U.S. schools rely heavily on donations. The fund-raising ability is largely a product of experience and necessity.

Many European universities, meanwhile, are still mostly dependent on government funding. But government support has failed to keep pace with rising student numbers. The decline in government support has made fund-raising an increasingly necessary ability among administrators (管理人员), and has hiring committees hungry for Americans.

In the past few years, well-known schools around the world have joined the trend. In 2003, when Cambridge University appointed Alison Richard, another former Yale provost, as its vice-chancellor, the university publicly stressed that in her previous job she had overseen “a major strengthening of Yale’s financial position.”

Of course, fund-raising isn’t the only skill outsiders offer.        Li Yang, one of China’s most famous English teachers, apologized for beating his American wife more than a week after she posted photos of her injuries on the web and set off a bomb of criticism.

       “I wholeheartedly apologize to my wife Kim and my girls for committing domestic violence. This has caused them serious physical and mental damage,” Li said on his mieroblog at Weibo.com, the country’s most popular social media site, on Saturday.
