Long after the 1998 World Cup was won, disappointed fans were still cursing the disputed refereeing decisions that denied victory to their team. A researcher was appointed to study the performance of some top referees.
The researcher organized an experimental tournament involving four youth teams. Each match lasted an hour, divided into three periods of 20 minutes during which different referees were in charge.
Observers noted down the referees’ errors, of which there were 61 over the tournament. Converted to a standard match of 90 minutes, each referee made almost 23 mistakes, a remarkably high number.
The researcher then studied the videotapes to analyse the matches in detail. Surprisingly, he found that errors were more likely when the referees were close to the incident. When the officials got it right, they were, on average, 17 meters away from the action. The average distance in the case of errors was 12 meters. The research shows the optimum (最佳的) distance is about 20 meters.
There also seemed to be an optimum speed. Correct decisions came when the referees were moving at a speed of about 2 meters per second. The average speed for errors was 4 meters per second.
If FIFA, football’s international ruling body, wants to improve the standard of refereeing at the next World Cup, it should encourage referees to keep their eyes on the action from a distance, rather than rushing to keep up with the ball, the researcher argues.
He also says that FIFA’s insistence that referees should retire at age 45 may be misguided. If keeping up with the action is not so important, their physical condition is less critical.

A recent study, which was published in last week’s Journal of the American Medical Association, offers a picture of how dangerous it is to get a lift from a teenage driver. Indeed, a 16-year-old driver with three or more passengers has three times the possibility of a serious accident, compared with a teenager driving alone.
The authors also found that the death rates for teenage drivers increased greatly after 10 p.m., and especially after midnight. With passengers in the car, the driver was even more likely to die in a late-night accident.
Robert Foss, a scientist at the University of North Carolina Highway Safety Research Center, says the higher death rates for teenage drivers have less to do with “really stupid behavior” than with just a lack of driving experience. “The basic issue is that adults who are responsible for giving out licenses fail to recognize how complex and skilled driving is.” he says.
Both he and the author of the study believe that the way to mitigate (使缓解) the problem is to have states set up so-called graduated licensing systems, in which getting a license is a process with several stages. A graduated license requires that a teenager first prove himself able to drive in the presence(在场)of an adult, followed by a period of driving with night of passenger restrictions (限制) before graduating to full driving rights.
Graduated licensing systems have reduced teenage driver crashes, according to recent studies.

How we use “sorry” has changed. Traditionally, “sorry” was used to express deep regret, but a survey in 2007 showed that we use it to mean anything from “what” to “whatever”.
Why are Britons so sorry? Mark Tyrell, a psychology writer in the UK, thinks about our apologetic tendencies are rooted in the British class system. We say sorry because historically the new middle classes in Britain had to apologize for not being working class, but also for not really being upper class. Another theory is that we apologize to avoid confrontation(冲突). For example, if you bump into someone they might get angry. To avoid this we instantly say “Sorry!”.

One of the main challenges facing many countries is how to maintain their identity in the face of globalization and the growing multi-language trend. “One of the main reasons for economic failure in many African countries is the fact that, with a few important exceptions, mother-tongue education is not practiced in any of the independent African states.” said Neville Alexander, Director of the Project for the Study of Alternative Education in South Africa at the University of Cape Town.
In response to the spread of English and the increased multi-language trends arising from immigration, many countries have introduced language laws in the laws in the last decade. In some, the use of languages other than the national language is banned in public spaces such as advertising posters. One of the first such legal provisions was the 1994 “Toubon law” in France, but the idea has been copied in many countries since then. Such efforts to govern language use are often dismissed as futile by language experts, who are well aware of the difficulty in controlling fashions in speech and know from research that language switching among bilinguals is a natural process.
It is especially difficult for native speakers of English to understand the desire to maintain the “purity” of a language by law. Since the time of Shakespeare, English has continually absorbed foreign words into its own language. English is one of the most mixed and rapidly changing languages in the world, but there has not been a barrier to acquiring prestige and power. Another reason for the failure of many native English speakers to understand the role of state regulation is that it has never been the Anglo-Saxon way of doing things. English has never had a state-controlled authority for the language, similar, for example, to the Academic Francaise in France.
The need to protect national languages is, for most western Europeans, a recent phenomenon—especially the need to ensure that English does not unnecessarily take over too many fields. Public communication, education and new modes of communication promoted by technology, may be key fields to defend.

Just as you wouldn’t leave your front door unlocked, or your car door open, neither should you leave your wireless connection open. By leaving your wireless connection open, you are inviting people to use it. Securing your wireless connection is as easy as clicking a few settings on your router(路由器). And finally, haven’t the police got more important crimes to solve? They’re always saying how they haven’t got the manpower to solve real issues. But this is just ridiculous(荒谬的).

Americans are thinking about national education standards recently developed by teachers and other education experts. The National Governors Association (NGA) and the Council of Chief State School Officers (CCSSO) led the effort.
  The United States, unlike other nations, has never had the same school standards across the country. What is the reason? Education is not discussed in the Constitution. That document limits the responsibilities of the federal government. Other responsibilities, like education, fall to each state.
Local control of education probably was a good idea two hundred years ago. People stayed in the same place and schools knew what students needed to learn. But today, people move to different cities. And some people work at jobs that did not exist even twenty years ago.
Many American educators say that getting a good education should not depend on where you live. They say that some states have lowered their standards in order to increase student scores on tests required by the No Child Left behind Act.
  Kara Schlosser is communications director for the CCSSO. She says the new standards clearly state what a student should be able to do to be successful in college and work.
  Forty--eight states have already shown approval for the standards. Two states refuse to accept the idea. Critics say that working toward the same standards in every state will not guarantee excellence for all. Some educators in Massachusetts say adopting the national standards will hurt their students because the state standards are even higher. Others say the change will be too costly, requiring new textbooks and different kinds of training for teachers. Still others fear federal control.
  Supporters say the standards are goals and do not tell states or teachers how to teach. They also say the federal government is not forcing acceptance. However, approving the standards will help states qualify (取得资格) for some federal grant money.
