Kathy Mellor of Rhode Island will spend the next year as an international spokeswoman for education.

     This is the VOA Special English Education Report. A few weeks ago, we talked about the Test of English
as a Foreign Language, or TOEFL. A listener in Cambodia named Thida asks if American colleges and
universities also accept the IELTS exam. IELTS is the International English Language Testing System. It was
developed by the University of Cambridge ESOL examiners.
     Cambridge ESOL says the test measures true-to-life ability to communicate in English for education,
immigration or employment. The IELTS tests listening, reading, writing and speaking skills. It uses a mixture
of accents and spellings, including British English and American English.
     The test is used by government agencies, schools and professional organizations in one hundred and twenty
countries. And, yes, that includes the United States. Many American schools that accepted the IELTS can be
found on the Web at felts, org.
     Some schools accept both the TOEFL and the IELTS, but the graduate school at Duke University in
Durham, North Carolina, for example, says it prefers the IEITS.
     The listening and speaking parts are the same for everyone who takes the IELTS, but people have a choice
of reading and writing tests-either academic or general training.
     The listening test takes thirty minutes. There are forty questions based on a recording. The reading test takes
sixty minutes. Students answer forty questions based on three written passages.
     The writing test also takes sixty minutes. Students have to write two essays. One essay has to be at least
one hundred and fifty words long and the other at least two hundred and fifty words. The shorter one is
description of something; the longer one has to support and argument.
     The speaking test takes less than fifteen minutes. The score is based on a recorded talk between the student
and a test examiner.

     Even plants can run a fever, especially when they're under attack by insects or disease.
But unlike humans, plants can have their temperature taken from 3,000 feet away-straight up.
A decade ago, adapting the infrared (红外线) scanning technology developed for military
purposes and other satellites, physicist Stephen Paley came up with a quick way to take the
temperature of crops to determine which ones are under stress. The goal was to let farmers
precisely target pesticide (杀虫剂) spraying rather than rain poison on a whole field, which
invariably includes plants that don't have pest problems.
     Even better, Paley's Remote Scanning Services Company could detect crop problems
before they became visible to the eye. Mounted on a plane flown at 3,000 feet at night, an
infrared scanner measured the heat emitted by crops. The data were transformed into a
color-coded map showing where plants were running "fevers". Farmers could then spot-spray,
using 50 to 70 percent less pesticide than they otherwise would.
     The bad news is that Paley's company closed down in l984, after only three years. Farmers
resisted the new technology and long-term backers were hard to find. But with the renewed
concern about pesticides on produce, and refinements in infrared scanning, Paley hopes to get
back into operation. Agriculture experts have no doubt the technology works. "This technique
can be used on 75 percent of agricultural land in the United States", says George Oerther of
Texas A & M. Ray Jackson, who recently retired from the Department of Agriculture, thinks
remote infrared crop scanning could be adopted by the end of the decade. But only if Paley  
finds the financial backing which he failed to obtain 10 years ago.

     If there is no difference in general intelligence (智力) between boys and girls, what can explain
girls' poor performance in science and mathematics?
     It seems to be that their treatment at school is a direct cause. Mathematics and science are seen
as subjects mainly for boys, and therefore, as girls become teenagers, they are less likely to take them.
Interestingly, both boys and girls often regard the subjects for boys as more difficult. Yet it has been
suggested that girls do not take mathematics courses, not because they are difficult, but for social

feminine (女性的) and attractive. However, if we examine the performance of boys and girls who have

earlier experiences. From their first days in kindergarten, boys are enoouraged to work on their own and
to complete tasks. Facts show that outstanding (杰出的) mathematicians and scientists have not had

     Besides, there can be little doubt that teachers of mathematics and science expect their boy students
to do better at these subjects than their girl students. They even appear to encourage the difference
between boys and girls. They spend more time with the boy students, giving them more time to answer
questions and working harder to get correct answers from them. They are more likely to call on boys
for answers and to allow them to take the lead in classroom discussion. They also praise boys more
frequently. All of this seems to encourage boys to work harder in science and mathematics and to give

     On a PC (个人电脑), having to fill out a form and type in a credit card number to buy something
is only mildly annoying. On a cellphone, it could make you want to skip the purchase entirely.
     This is why investors, startups (初创企业) and major corporations are pouring money into services
that make it easier to use cellphones to buy goods and transfer money. The aim is to turn phones into
virtual credit cards or checkbooks, enabling the kind of clickandbuy commerce and online banking that

     The services must work on many different phones and through many cellphone service providers,
which usually control the billing relationships with customers. That adds complexity to the already tricky
business of safely and securely transferring funds among financial institutions and merchants.
     Mobile payment systems have been tried before, with only modest success. Driving a new flurry (一
阵兴奋) of deal making, industry analysts and executives say, is the success of the iPhone, BlackBerry
and other sophisticated (尖端的) devices. These phones make complex interactions easier.
     Now the race is on to develop new payment systems-and to get several percentage points in fees
from each transaction. They're seeing that returns could be so huge. Obopay, a startup that lets people
transmit money to one another via text message, raised $ 35 million from Nokia's investment. Also, a
mobile payments startup called Boku announced that it had received $ 13 million in venture capital
financing.
     When people can use their phone numbers to make a purchase, they are 10 times as likely to follow
through on a transaction as when they have to type in credit card and billing information, said David
Marcus, chief executive of a startup called Zong.
     Mobile payment companies also need to get cooperation from merchants, which must add a payment
option to their mobile sites or applications.
     But the potential opportunity to get fees from the growing number of mobile transactions is too__

     Speeding off in a stolen car, the thief thinks he has got a great catch. But he is in for an unwelcome
surprise. The car is fitted with a remote immobiliser (锁止器), and a radio signal from a control centre
miles away will ensure that once the thief switches the engine off, he will not be able to start it again.
     The idea goes like this. A control box fitted to the car contains a mini-cellphone, a micro-processor

the engine being restarted.
     In the UK, a set of technical fixes is already making life harder for car thieves. 'The pattern of vehicle
crime has changed,' says Martyn Randall, a security expert. He says it would only take him a few minutes
to teach a person how to steal a car, using a bare minimum of tools. But only if the car is more than 10
years old.
     Modern cars are far tougher to steal, as their engine management computer won't allow them to start
unless they receive a unique ID code beamed out by the ignition (点火) key. In the UK, technologies
like this have helped achieve a 31% drop in vehicle-related crime since 1997.
     But determined criminals are still managing to find other ways to steal cars, often by getting bold of
the owner's keys. And key theft is responsible for 40% of the thefts of vehicles fitted with a tracking
system.
     If the car travels 100 metres without the driver confirming their ID, the system will send a signal to
an operations centre that it has been stolen. The hundred metres minimum avoids false alarms due to
inaccuracies in the GPS signal.
     Staff at the centre will then contact the owner to confirm that the car really is missing, and keep police
informed of the vehicle's movements via the car's GPS unit.
