According to the information released from an important conference on education held recently, China will launch a campaign of reform in the concept, system, and structure of education and the talent cultivation in order to promote equality education all-roundly 2010.“A matriculation decides everything”will be gone, and experiment in“double-matriculation”will be practised step by step in our country.
It is reported that Beijing has taken the lead in“double-matriculation”. For example, a key university in Beijing enrolled another 200 examinees through a second examination after the traditional college entrance examination. The percent of college admission among peers will be raised from 9 to 15 percent, owing to the loosened limit in an enrollment.
It is also made clear that a small private primary and a junior high school are allowed to set up, presupposing that all the children of the school age are able to attend the state-owned schools in their neighborhood. But“one school, two systems”is not permitted.
According to the resolution passed at the conference, around 2010 the teacher working in primary and junior high schools should have junior college (大专) qualification and regular college qualification(本科文凭)respectively in the areas with necessary conditions. The percentage of teachers and headmasters with Master's degrees working in senior high schools in economically developed regions should be raised to a certain level. And the percentage of teachers with doctoral degrees in the institutions of higher learning school(高等学校) should be lifted too.
