Who is the most powerful woman in the world? According to the US media, it's Janet Yellen, or at least she's about to be.
On Oct 9, 2013,US President Barack Obama nominated (提名)Yellen to serve as the next US Federal Reserve (the Fed, 美联储)chair. If confirmed by the Senate, Yellen will become the first woman to serve in the top spot.
Aged 67, silver-haired and tiny, Yellen is said to be the most qualified nominee ever. She chaired President Bill
Clinton's Council of Economic Advisers, taught at Harvard and Berkeley, and was president of the Federal Reserve Bank of San Francisco. She is currently the Fed's vice chair.
Many think Yellen is the right choice to deal with the challenges the Fed now faces:First, to bring interest rates back to more normal levels without triggering a new recession(衰退).Second, to reduce the US unemployment rate, which remains at historically high levels.
A CNN opinion piece says Yellen is unusual for an economist of her caliber(才干)."She has kept her eyes on what's critical-the people. Her research has centered on unemployment, on the best way to modulate(调整)government policies to benefit the people."
Past records also show that Yellen is exceptionally good at predicting where the economy is headed. An article in The Washington Post points out that she was one of the few voices at the Fed inDecember 2009 warning about the subprime crisis(次贷危机)and the following recession.
The reason why Yellen will be the most powerful woman in the world has to do with the unique position of the Federal Reserve, explains an article on Quartz, a US news outlet for business people in the new global economy,
First of all, the Fed is independent. Unlike US Secretaries of State Madeleine Albright and Hilary Clinton, the decisions made by the organization Yellen will lead next year are not subject to approval by anyone in the government.
Within the Fed, the chair alone sets the agenda. The Fed chairperson has huge influence on monetary policy(货币政策)and financial regulation. And don't forget how powerful the Fed itself is. It controls the money supply in the world's largest economy. The Fed's interest rate decisions don't just set the course for the US economy, its decisions set the course for the world economy, too.
Because of globalization, Yellen's decisions will affect everyone around the world, says an article in The Atlantic, making her even more powerful than some great women rulers in history, including Elizabeth I of England and China's Wu Zetian. For example, the article continues: "If Yellen even just talks about slowing down the Fed's bond-buying, Europe's troubled economies are likely to see their interest rates rise, and emerging markets, some of which, like India and Indonesia, used foreign capital to fund their current account deficits(赤字),are likely to see their currencies collapse."

Riding a London subway, a person from other countries will notice one major difference: in London, people do not look at each other. In fact, eye contact is avoided at all times. That’s not rudeness ― people are just too busy to bother looking.
Busy doing what, you ask? Well, they’re certainly not using the time for a moment of quiet thinking.Nor are they reading a book.New technology has replaced quiet habits.Today the only acceptable form of book on the London underground is an e-book.
Apple must earn a fortune from London commuters(使用月票上下班者). Since the launch of the iPhone in 2007, over 40, 000 ― yes, 40, 000 “apps” have been designed.
Commuters love them because they are the perfect time - fillers. One “app”, called iShoot, is a game that features tanks.Another one, Tube Exits, tells passengers where to sit on the train to be closest to the exit of their destination. iSteam clouds the iPhone screen when you breathe into the microphone. You can then write in the “steam” on your phone screen.
For those without an iPhone, another Apple product, the iPod, may be the distraction (消遣) of choice. It’s not just teenagers who “plug in” to their music - iPods are a popular way to pass the time for all ages.
And if games, e-books and music aren’t enough to keep you occupied, then perhaps you would prefer a film? The development of palm DVD technology means many commuters watch their favorite TV shows or films on the way to work. With all these distractions, it’s amazing that people still remember to get off the train.

People diet to look more attractive.Fish diet to avoid being beaten up,thrown out of their social group, and getting eaten as a result. That is the fascinating conclusion of the latest research into fish behavior by a team of Australian scientists.
The research team have discovered that subordinate(低一等的) fish voluntarily diet to avoid challenging their larger competitors."In studying gobies we noticed that only the largest two individuals,a male and female, had breeding(繁殖)rights within the group," explains Marian Wong."All other group members are nonbreeding females, each being 5-10% smaller than its next largest competitor. We wanted to find out how they maintain this precise size separation."
The reason for the size difference was easy to see.Once a subordinate fish grows to within 5-10% of the size of its larger competitor,it causes a fight which usually ends in the smaller goby being driven away from the group.More often than not,the evicted fish is then eaten up.
It appeared that the smaller fish were keeping themselves small in order to avoid challenging the boss fish.Whether they did so voluntarily,by restraining how much they ate,was not clear. The research team decided to do an experiment. They tried to fatten up some of the subordinate gobies to see what happened. To their surprise, the gobies simply refused the extra food they were offered, clearly preferring to remain small and avoid fights, over having a feast.
The discovery challenges the traditional scientific view of how boss individuals keep their position in a group.Previously it was thought that large individuals simply used their weight and size to threaten their subordinates and take more of the food for themselves,so keeping their competitors small.
While the habits of gobies may seem a little mysterious,Dr.Wong explains that understanding the relationships between boss and subordinate animals is important to understand how hierarchical(等级的)societies remain stable.
The research has proved the fact that voluntary dieting is a habit far from exclusive to humans."As yet,we lack a complete understanding of how widespread the voluntary reduction of food intake is in nature," the researchers comment."Data on human dieting suggests that, while humans generally diet to improve health or increase attractiveness, rarely does it improve long-term health and males regularly prefer females that are fatter than the females' own ideal."

An idea that started in Seattle's public library has spread throughout America and beyond. The concept is simple: help to build a sense of community in a city by getting everyone to read the same book at the same time.
In addition to encouraging reading as a pursuit (追求) to be enjoyed by all, the program allows strangers to communicate by discussing the book on the bus, as well as promoting reading as an experience to be shared in families and schools. The idea came from Seattle librarian Nancy Pearl who launched (发起)the "If All of Seattle Read the Same Book " project in 1998. Her original program used author visits, study guides and book discussion groups to bring people together with a book, but the idea has since expanded to many other American cities, and even to Hong Kong.
In Chicago, the mayor appeared on television to announce the choice of To Kill a Mockingbird as the first book in the "One Book, One Chicago" program. As a result, reading clubs and neighborhood groups sprang up around the city. Across the US, stories emerged of parents and children reading to each other at night and strangers chatting away on the bus about plot and character.
The only problem arose in New York , where local readers could not decide on one book to represent the huge and diverse population. This may show that the idea works best in medium-sized cities or large towns, where a greater sense of unity(一致)can be achieved .Or it may show that New Yorkers rather missed the point, putting all their energy and passion into the choice of the book rather than discussion about a book itself.
As Nancy points out, the level of success is not measured by how many people read a book, but by how many people are enriched by the process or have enjoyed speaking to someone with whom they would not otherwise have shared a word.
【小题1】What is the purpose of the project launched by Nancy?
A.To invite authors to guide readers |
B.To encourage people to read and share. |

B.They were too busy to read a book. |
C.They came from many different backgrounds. |

A.In large communities with little sense of unity |
B.In large cities where libraries are far from home |
C.In medium-sized cities with a diverse population |
D.In large towns where agreement can be quickly reached |
A.exchanged ideas with each other |
B.discussed the meaning of a word |
C.gained life experience |
D.used the same language |
A.the careful selection of a proper book |

Feeling blue about the world? “Cheer up,” says science writer Matt Ridley. “The world has never been a better place to live in, and it will keep on getting better both for humans and for nature.”
Ridley calls himself a rational optimist—rational, because he’s carefully weighed the evidence; optimistic, because that evidence shows human progress to be both unavoidable and good. And this is what he’s set out to prove from a unique point of view in his most recent book, The Rational Optimist . He views mankind as grand enterprise that, on the whole, has done little but progress for 100,000 years. He backs his findings with hard facts gathered through years of research.
Here’s how he explains his views.
1)Shopping fuels invention
It is reported that there are more than ten billion different products for sale in London alone. Even allowing for the many people who still live in poverty, our own generation has access to more nutritious food, more convenient transport, bigger houses, better cars, and, of course, more pounds and dollars than any who lived before us. This will continue as long as we use these things to make other things. The more we specialize and exchange, the better off we’ll be.
2) Brilliant advances
One reason we are richer, healthier, taller, cleverer, longer-lived and freer than ever before is that the four most basic human needs—food, clothing, fuel and shelter—have grown a lot cheaper. Take one example. In 1800 a candle providing one hour’s light cost six hours’ work. In the 1880s the same light from an oil lamp took 15 minutes’ work to pay for. In 1950 it was eight seconds. Today it’s half second.
3) Let’s not kill ourselves for climate change
Mitigating(减轻) climate change could prove just as damaging to human welfare as climate change itself. A child that dies from indoor smoke in a village, where the use of fossil-fuel(化石燃料) electricity is forbidden by well- meaning members of green political movements trying to save the world, is just as great a tragedy as a child that dies in a flood caused by climate change. If climate change proves to be mild, but cutting carbon causes real pain, we may well find that we have stopped a nose-bleed by putting a tourniquet(止血带) around our necks.
【小题1】What is the theme of Ridley’s most recent book?
A.Weakness of human nature. |
B.Concern about climate change. |

A.oil lamps give off more light than candles |
B.shortening working time brings about a happier life. |
C.advanced technology helps to produce better candles. |
D.increased production rate leads to lower cost of goods. |
A.Cutting carbon is necessary in spite of the huge cost. |
B.Overreaction to climate change may be dangerous. |
C.People’s health is closely related to climate change. |
D.Careless medical treatment may cause great pain. |
A.Matt Ridley doesn’t think the world is a good place to live in. |
B.Climate change won’t cause a child’s death. |
C.Matt Ridley based his unique point of view on his long-term research. |
D.People will have more freedom for the development of the world. |

Organic food, once considered something that only health fanatics desired, is now a regular feature at most supermarkets. And that has created a bit of a dilemma. On the one hand, you have a conventionally grown apple. On the other, you have one that’s organic. Both apples are firm, shiny and red. Both provide vitamins and fiber, and both are free of fat, sodium and cholesterol.
Conventionally grown food generally costs less, but is organic food a better choice? The advantages claimed for such foods over conventionally grown and sold food products are now being debated on a large scale. Supporters of organic foods ― a term whose meaning varies greatly ―are frequently telling the world that such products are safer and more nutritious than others.
The growing interest of consumers in the safety and nutritional quality of daily foods is a welcome development. However, much of this interest has been aroused by sweeping claims that the conventional food supply is unsafe or inadequate in meeting nutritional needs.
Almost daily, the public is surrounded by claims for “no-aging” diets, new vitamins and other wonder foods. There are numerous unsubstantiated(没证实的) reports that natural vitamins are superior to man-made ones, that fertilized eggs are nutritionally superior to unfertilized eggs, that untreated grains are better than those treated with insect spray and the like.
Although most of these claims are not supported by scientific evidence, large amounts of written material about the benefits of organic foods makes it difficult for people to separate fact from fiction. As a result, claims that eating a diet consisting of organically grown foods prevents or cures disease or provides other benefits to health have become widely advertised and form the basis for people’s opinion.
One thing that most organically grown food products seem to have in common is that they cost more than conventionally grown foods. But in many cases consumers are misled if they believe organic foods can maintain health and provide better nutritional quality than conventionally grown foods. So there is real cause for concern if consumers, particularly those with limited incomes, distrust the conventional food supply and buy only expensive organic foods instead.
【小题1】According to Paragraph 2, which of the following statements about organic food is true?
A.It hasn’t been used until recent years. |
B.It has no agreed definition. |
C.It is popular among producers. |
D.It is accepted by most nutritionists. |
A.healthier food | B.organic food |
C.conventionally grown food | D.expensive food |
A.most doctors believe organic foods prevent disease or provide other benefits to health |
B.organic foods are actually less nutritious than conventionally grown foods |
C.people cannot separate fact from fiction because of the TV advertisements |
D.organic foods cost more but are not necessarily better than conventionally grown foods |
A.want to try something new |
B.have carefully researched the products |
C.value food safety and nutrition |
D.expect to save some money |
A.Doubtful. | B.Enthusiastic. |
C.Supportive. | D.Uninterested. |

WASHINGTON The head of the World Bank says for the first time in human history, it is possible to end poverty around the world. Jim Yong Kim told a Washington audience Tuesday, he wants to make ending world poverty by 2030 a top goal for the bank and governments around the world.
World Bank President Jim Yong Kim says that the problems of poverty, hunger and inequality are wide, urgent and a matter of survival of millions.
“We know that despite the great successes of the last decade, there are still about 1.3 billion people living in extreme poverty, 870 million who go hungry every day, and 6.9 million children under five dying every year,” he said.
But Kim told a Washington audience that the previous successful efforts to cut the number of people living in extreme poverty by half give them hope.
“We are at an auspicious moment in history, when the successes of past decades and an increasingly favourable economic outlook combine to give developing countries a chance-for the first time ever-to end extreme poverty within a generation,” he said in a speech at Georgetown University. “Our duty now must be to ensure that these favourable circumstances are matched with deliberate decisions to realize this historic opportunity.”
Kim says success will require increasing the speed of economic growth, particularly in South Africa and South Asia.
But he warned that civil unrest could happen if economic growth does not help people at all income levels, and also include women and youth.
Kim says that the World Bank and other development agencies will have more resources to get this job done right. “Meeting this 2030 goal will take extraordinary effort,” he said.
