     For most Americans, a clean glass of water is just a faucet away. But for many of the world's poorest
people, it's hard to get.
     On Wednesday, the United Nations (UN) marked World Water Day by trying to cut the number of people
without good drinking water-one billion human beings worldwide-in half. In the next ten years, the UN will
work with governments around the world to reduce the shortage.
     Without clean water nearby, many people use water _____. In India, many people bathe and wash their

  Membership in bureaucratic unions is also voluntary, but because these unions are closely connected to political parties in the countries where these unions operate, members of the party include themselves as members of the union. This type of union's main purpose is to set up good relations between the ruling government and members of the union. Political and social reforms are the main goals of this type of union. Bureaucratic unions are found in Latin America, and some Asian and African countries.

  When unions and employers do not see eye to eye on an issue, the union sends some of its workers to meet with the employers and try to reach an agreement. However, collective bargaining does not always sufficiently influence policy makers. When this technique fails to meet the union goals, a strike may be called. Strikes may take several different forms including pickets, sit-down strikes, and also general strikes in which labor for an entire region may stop. Unions have found that strikes are the most effective in times when unemployment is low and economic conditions are good.

  In most American cities, the rent for a one-bedroom apartment was $ 250 or more per month in recent years. In some smaller cities such as Louisville, Kentucky or Jacksonville, Florida the rent was less, but in larger cities it was more.   Renters and city planners are worried about the high cost of renting apartments. Many cities now have rent-control laws to keep the cost of renting now. These laws help low-income families who cannot pay high rents.

  Rent control in the United States began in 1943 when the government imposed (课税) rent controls on all American cities to help workers and the families of soldiers during World War II. After the war, only one city--New York--continued these World War II controls. Recently, more and more cities have returned to rent controls. At the beginning of the 1980s, nearly one fifth of the people in the United States lived in cities with rent-control laws.

  Many cities have rent-control laws, but why are rents so high? Builders and landlords blame rent controls for the high rents. Rents are high because there are not enough apartments to rent and they blame rent control for the shortage of apartments. Builders want more money to build more apartment buildings, and landlords want more money to repair their old apartment buildings. But they cannot increase rents to get this money because of the rent control laws. As a result, landlords are not repairing their old apartments and builders are not building new apartment buildings to replace the ole apartment buildings. Builders are building apartments for high-income families, not low-income families, so low-income families must live in old apartments that are in disrepair. Builders and landlords claim that rent-control laws really hurt low-income families.

  Many renters disagree with them. They say that rent control is not the problems. Even without rent controls, builders and landlords will continue to ignore low-income housing because they can make more money from high-income housing. The only answer, they claim, is more rent control and government help for low-income housing.

Recently, the relationship(关系) between the two countries got worse because of the Diaoyu Islands.

The Japanese government signed a contract(合同) on Sep 11 with the Kurihara family. It was to pay the so-called “private(私人的) owner” 2.05 billion yen (166 million yuan) to “buy” part of China’s Diaoyu Islands.

                                                                   Secret Santas
     On Christmas morning, Linda wakes up, and tries to imagine the wide-eyed surprise of children in another
household as they unwrap the presents she carefully chose for them. Linda has never met the children, but
that's all part of the joy of giving as secret Santas, she says.
     "It's an amazing feeling to buy gifts on an anonymous (匿名的)basis," says Linda. "It brings a whole new
meaning to the holidays."
     Linda and Tony are an American couple living in Toronto, Canada, and Linda did charitable work as a
member of the American Women's Club of Toronto. As the name suggests, members are U.S. citizens living
in Toronto, who join together for fellowship and commumty service.
     To find her "adopted" family, Linda goes to the local schools and requests a wish list for a family that's
struggling to survive. Last year she helped a single mother with three children. The mother works as a cleaning
lady in a nursing home.
     "The list is always heartbreaking: They have an opportunity to ask for anything and do just the opposite,
asking for basic clothes or simple toys," she says. "We always buy the kids a new winter coat, hats, and
gloves." She also buys gifts for the parents.
     Last year Linda asked the mother for a second wish list-one that didn't include the basics. "Every child
should have a Christmas that sticks with them for a lifetime." She purchased iPods for the two older children
and a video game system for the youngest. "I have learned a very valuable lesson in all of this," says Linda.
"Pay attention to what's going on in your own backyard-no matter where you live."
     The joy of giving as secret Santas is much sweeter when the gift is anonymous.
