     Q:
I'd like to know about fluency. What can I do to feel better when I'm talking to other people? Do you have
some ways to learn it faster? Please help me!
                                                                                                                                  -Roberto in Brazil
     A:
Roberto wants to know how to become more fluent in English, and this is something you want to be able
to do "fast".
First, if you get to meet English speakers much, the important rule is to listen not just to native speakers of
English, but also to very good users of English. If you don't, then listen to the radio, TV or films in English.
The next step is to notice what it is that speakers of English do, which makes them sound fluent. The first
trick (诀窍) is to probably have confidence. Some people think they might make mistakes. Don't worry about
that. Your listeners will usually try hard to understand you-a few grammar mistakes aren't going to worry them.
What you do need to worry about is pronunciation, especially stress (重音). When you learn a new word
or expression, learn it with its stress. Notice how a native speaker says it or look it up in a dictionary.
Another good thing that speakers of English do is to have a few tricks up their sleeves (袖子) for when they
need to give themselves thinking time. Sometimes they use "filler sounds" like er,um and so on.
It is also useful to know how to bring other speakers into your conversation so that you keep them intereste
d-and this is often done by asking questions like "What do you think?" "How do you feel about this?" and so on.
So, to become a fluent speaker, you'll need to put into practice all these kinds of things. And there's the key:
practise, practise, practise.

UK schoolchildren score lower than their equals (同龄人) in nine other countries in world knowledge,
according to the British Council. In a survey measuring the international viewpoint of young people around
the world, British pupils scored slightly lower than those in the US and much lower than those in other
European countries.
The survey asked 11 to 16-year-olds with household Intemet access in ten countries some questions to
learn their attitudes towards language learning and international affairs. Results were scored on an index of
0 to 7. Nigeria came top of the table with 5.15, followed by India and Brazil. Within the UK, English
schootchildren (2.17) scored lowest compared with their counterparts in Scotland (2.35) ,Wales (2.43) and
Northern Ireland (2.26).
British Council chief manager, Martin Davidson, said, "Our schoolchildren cannot afford to fall behind
the rest of the world. For the UK to compete in a global economy, it is vital that we encourage our young
people to have an interest in and engagement with the world around them." According to the research, UK
schoolchildren (32%) are the least likely to go out of their way to understand current events in the world.
More than twice as many Brazilian (69%) and German children (61%) said they would do so, compared
with a third of Scottish children.
When asked whether they saw themselves as citizens of the world or of their own country, most of the
school children saw themselves first as world citizens. But children in the UK, US and Czech Republic saw
themselves more as citizens of their own country.
Under three-quarters (70%) of UK, school children felt that it was important to speak a foreign language
for their future work (65% in Scotland). This compared with 100% of school children in Saudi Arabia, 97%
in Brazil and India, 85% in China and 73% in America. The foreign language that the UK school children felt
was most important to learn was French (40% of those naming a foreign language), followed by Spanish
(31%), German ( 8% ) and then Chinese (60%, rising to 9% in Scotland).

Earthquakes are one of the most powerful natural forces on earth and regularly affect people around the
world. Unlike often equally damaging severe weather events such as hurricanes and tornadoes, earthquakes
can hit at any time. Earthquakes can also have a range of magnitudes (震级) with the strongest having
destructive consequences for the areas where they are centered, nearby areas, and even some far away areas
in the case of earthquake-created tsunamis (海啸).
Until relatively recently, geologists and other scientists were not entirely sure what caused earthquakes.
Now with increasing technology, they are able to give more solid reasons for them.
Earthquakes are defined as a shaking of the earth's surface that occurs after a release of energy in the
earth's crust (壳).
Because the earth's crust is made up of numerous plates that are constantly moving slowly, shakings can
occur and result in small earthquakes. Most earthquakes are quite small so they are not readily felt. Larger
and more violent earthquakes are those that occur in a release of energy as the plates slide past or run into
one another.
Large earthquakes can focus on the boundaries where two plates meet, but they are not limited to these
areas. As the plates move, breaks in the earth's crust develop and earthquakes are often located on them.
These breaks are referred to as faults, of which there are three types and all create earthquakes when they
move.
In all of these faults, the most damaging earthquakes happen when the blocks of rock become locked
together due to the intense friction (摩擦) created when they move. As they continue attempting to move
once they are locked, pressure continues to build until it has enough energy to move the rock and the blocks
move, creating an earthquake.
In addition to the main shaking created by an earthquake, there are often foreshocks and aftershocks.
Foreshocks generally increase in magnitude leading to the main earthquake, whereas aftershocks happen
_____ and decrease in strength.

Maybe you are an average student. You probably think you will never be a top student. This is not
necessary so, however. Anyone can become a better student if he or she wants to. Here's how:
      1. Plan your time carefully. When you plan your week, you should make a list of things that you
have to do. After making this list, you should make a schedule of your time. First your time for eating,
sleeping, dressing, etc. then decide a good, regular time for studying. Don't forget to set aside enough
time for entertainment. A weekly schedule may not solve all your problems, but it will force you to realize
what is happening to your time.
      2. Find a good place to study. Look around the house for a good study area. Keep this space, which
may be a desk or simply a corner of your room, free of everything but study materials. No games, radios,
or television! When you sit down to study, concentrate on the subject.
      3. Make good use of your time in class. Take advantage of class time to listen to everything the
teachers say. Really listening in class means less work later. Taking notes will help you remember what
the teacher says.
      4. Study regularly. When you get home from school, go over your notes. Review the important points
that your teacher mentioned in class. If you know what your teacher is going to discuss the next day, read
that material will become more meaningful, and you will remember it longer.
      5. Develop a good attitude about tests. The purpose of a test is to show what you have learned about
a subject. They help you remember your new knowledge. The world won't end if you don't pass a test, so
don't be overly worried.
There are other methods that might help you with your studying. You will probably discover many others
after you have tried these.

On October 19, 1959, the first Special English program was broadcast on the Voice of America. It was
an experiment. The goal was to communicate by radio in clear and simple English with people whose native
language was not English. Experts said the goal was admirable (令人敬畏的),but the method would not work.
They were proved wrong. The Special English programs quickly became some of the most popular on VOA.
And they still are.
Forty years later, Special English continues to communicate with people who are not fluent in English. But
during the years its role has expanded. It also helps people learn American English. And it provides listeners,
even those who are native English speakers, with information they cannot find elsewhere.
Today, Special English broadcasts around the world seven days a week, five times a day. Each half-hour
broadcast begins with 10 minutes of the latest news followed by 20 minutes of feature programming. There is
a different short feature every weekday about science, development, agriculture and environment, and on the
weekend, about news events and American idioms.
Three elements make Special English unique. It has a limited vocabulary of 1,500 words. Most are simple
words that describe objects, actions or emotions. Special English is written in short, simple sentences that
contain only one idea. And Special English is spoken at a slower pace, about two-thirds the speed of Standard
English. This helps people learning English hear each word clearly. It also helps people who are English
speakers understand complex subjects.
Through the years, Special English has become a very popular tool for teaching English, even though it
was not designed as a teaching program. It succeeds in helping people learn English in a non-traditional way.
In countries around the world, English teachers assign Special English to their students. They praise it for
improving their students' ability to understand American English and for the content of the programs.
Universities and private companies in many countries produce packages of Special English materials for
students' use.

In the United States, federal law requires public schools to provide special education services for children
with any disability (障碍). But today we look at three private schools that serve only students with learning
disabilities.
The Hillside School in Pennsylvania accepts up to one hundred and twenty-eight children. The students
aged five to thirteen have disorders with language, writing or working with numbers. They may also have
attention disorders. Hillside administrators say the main goal is to prepare students to learn effectively in a
regular school. Teachers and specialists develop individual learning plans for the students, which is something
a public school may not do. Development director Kathy Greene says most students remain at Hillside for
about three years before leaving for a regular classroom setting.
"Serving intelligent students with learning differences" is the slogan of the Shelton School in Texas. Its
website says the school has about eight hundred forty students in all twelve grades, and one teacher for every
six students. The Shelton School also says its goal is to prepare students to return to regular classes, although
some do finish high school there. The website says forty-four students graduated from Shelton in 2006. And
it says they received acceptances from a total of seventy-seven colleges and universities.
Landmark College in Vermont is a college for students with learning difficulties. It offers a two-year
program that prepares students to continue their studies at a four-year school. Each student has an adviser
and an individual learning program. Landmark has international students this year from South America,
Europe, Asia, the Middle East and Africa.

The U.S. government has recently helped people learn more about the dangers of earthquakes by

is working hard to help   3   the answer to these two questions:
     1. Can we foretell earthquakes?
     2. Can we control earthquakes?
To answer the first question, scientists are looking very   4   at the most active fault systems in the
