If a new idea in America becomes a law, people who suffer from obesity could suffer financially too.

The US state of Arizona wants to charge overweight citizens $50 (325 Yuan) annually if they fail to follow their doctors' advice. People with children or who are overweight because they suffer from a medical condition would be exempt(豁免的).

If the idea is approved by Congress, smokers and diabetics who fail to stick to a healthy lifestyle will also have to pay.

Medicaid, the organization which provides healthcare to the poor in the USA, costs the government $339bn (2.2 trillion Yuan) a year. Monica Coury, assistant director at Arizona's Medicaid programme, said that this proposal would ask people to give something back.

She said that Arizona would take a carrot and stick approach to the problem. As well as penalizing(惩罚) people who go against their doctor's wishes, incentives(奖励)would be offered for following advice, possibly a keep-fit video.

Arizona's senator Kyrsten Sinema has not backed the plans, saying that there isn't a system to decide whether someone is or isn't following medical advice. Other critics claim that people don't need the government to look after them; if they want to be fat and smoke, the 'nanny state'(保姆国家) shouldn't try to stop them. Wes Benedict of the Libertarian Party said:"If you want to save the state money... cut Medicaid across the board, but don't single out overweight people and smokers."

The young have been described as troublemakers. They make adults feel unsafe to walk the streets and are generally out of control, according to those who took part in a recent survey in Britain.

Yet the same report says thousands take part in community work and carry out charity(慈善) work. The British newspaper The Sunday Sun thought it was time to give youngsters a chance to have their say.

They set up a special survey—Demons(魔鬼) or Darlings? — to ask a series of questions. For example, if they had clashed(冲突) with important figures, how they spend their spare time, and how they feel towards adults.

About 84.2 percent believe adults have become less tolerant(宽容的) towards young people. They describe adults as “judgmental”. More than half of the young participants(参与者) appear to have been treated unfairly.

Meghan Bentley, 16, and 17-year-old Chelsea Laver-Seeley said they had had enough of the public’s understanding of teenagers as troublemakers.

“We are not all like that,” Bentley said. “It’s very stereotypical(有成见的). We don’t all hang around street corners.”

Both Bentley and Laver-Seeley are students at Mount Grace School, Hertfordshire. They help younger students with their studies and go into primary schools and read to children.

Why did teenagers get the reputation(名声) they have? Bentley said she thought the media’s fixation(思维定势) with youths and gang culture was having a bad effect on young people.

“Kids watch a lot of TV and they look up to the people they see there,” she said. “Some think it’s cool to carry knives. They think that’s what’s right.

“If they knew what was available to them and what they could get involved in, there would be more choice for them,” Bentley said.

She added: “Give us a bit of praise every now and then, to show people the good stuff teenagers are doing. It’s about time we got some recognition for what we do.

You have the ability to decide if you are happy or not. Happiness is a choice.

You can't depend on someone else to make you happy. That is a lesson I learned early on in my marriage. I realized that I couldn't rely on my husband as my source of happiness. I learned that my happiness depended on me and not my husband's actions. I learned that you have to choose to be happy.

You can choose your emotions. True happiness comes from within; it can't be forced by outside forces. So how do you choose happiness? The same way you choose to smile or choose to wear a certain outfit. You choose it because that's what you want to experience in your life.

You want to buy a new pair of shoes so you choose a pair that you like and feel good. You wouldn't buy a pair of shoes that you don't like or that don't fit well, right? So why do we keep choosing emotions and feelings that don't make us feel good?

Choosing to be happy after you realize your anger has shown up (or even choosing to be calm) can be beneficial. We choose our feelings; no one can do that for us. If we let others get to us, influence our emotions - we are giving them power over us. When others cause us anger or pain, we are giving them our power.

We need to keep our feelings in check and not react automatically to what is thrown at us. We need to think our actions out instead of just reacting to what someone says or does.

Remember that we can always choose happiness. At first it will be difficult to just switch your thoughts and feelings from anger, self-doubt, or fear to joy and happiness. But it is only a thought away. Don't dwell on what happens to you unnecessarily but realize what is causing you to feel that way. Realize that thoughts, feelings and emotions can change. Then move on and choose to be happy.

56.What’s the best title of this passage?

   A. Pretend to Be Happy B. Choose Your Emotions

    D. happiness can be influenced by outside forces

58.Why did the writer mention buying shoes?

    C. To compare choosing shoes and choosing an outfit.

    D. To help to move to the next paragraph easily.

59.The writer suggests that we should ________.

    A. let others control our feelings

    D. pay more attention to words than actions
