Chinese and Russian armed forces on Wednesday began a five-day joint military drill aimed at boosting their troops’ capability(提高部队能力)in fighting against terrorist. They will conduct a joint antiterror military exercise beginning July 22.

The exercise, named “Peace Mission-2009”, will be carried out in Russia’s Far East area and the Shenyang Military Area Command in northeast China, according to the two countries’ defense authorities. It will last five days.

About 1,300 people from the army and air force of each side will participate in the exercise. The Russian forces would also send an airborne assault unit(空降突击连) to participate in the exercise, according to the Defense Ministry.

The more than 2,600 soldiers have conducted joint exercise before. From July 23 to 26, the troops will conduct the exercise at a training base in the Shenyang Military Area Command where theater-level command headquarters(司令部) of both sides will be established.

The deputy chief of general staff of Chinese armed forces Ma Xiaotian told reporters this morning that the Chinese military is well prepared for Sunday’s joint anti-terror drill with Russia in a training base in Baicheng, Jilin Province.

The other four member states of the Shanghai Cooperation Organization (SCO), Kazakhstan, Kyrgyzstan, Takistan, Uzbekistan and the SCO’s secretariat will send military observers.

China, Russia and other member states of the SCO held two similar anti-terrorism exercises under the name of “Peace Mission” in 2005 and 2007 respectively.

The exercise was not targeted at any particular third party, but would show the abilities and resolution of both sides to jointly deal with various kinds of security threats and crack down on terrorist, separatist and extremist forces, the spokesman said.

In 2007, the first solar electric boat crossed the Atlantic Ocean. Now a Swiss group wants to cover that distance and keep going, circling the globe on nothing but the sun’s power for the first time.

The team of engineers and scientists has started the building of its 98-foot long boat, named Planet Solar, in Kiel Germany. The boat’s power will come from the 5,000 square feet of solar panels(电池板), about the size of two tennis courts, covering its broad deck. When the sun is shining bright above, they will turn 23 percent of the sun’s rays to energy — six percent more than average solar panels.

Even though batteries aboard Planet Solar can store enough energy to power it through up to three days of cloudy weather, the sailors will try to avoid clouds: constant communication with the French meteorological institute, Meteo France, will help the sailors stay with the sunny course.

The $11.5 million project, which is led by Raphael Domjan, should be ready for its first voyage next summer. The solar electric boat will warm up in European waters, and attempt to deal with traveling around the globe in spring 2011. At a maximum speed of 16 mph, Planet Solar will be the fastest solar electric boat. The team expects to finish the first leg of its journey across the Atlantic in about two weeks, compared to the six months the solar boat took back in 2007.

If sailing by sun becomes practical, it would be a return to the green boating methods of the days of Christopher Columbus. Those long-ago voyages relied only on a different type of renewable energy: wind. And, if wind-powered sails could be combined with solar panels, we might really pick up the boating speed.

Just how far does the euro(欧元) have to fall before Europe actually becomes reasonable?
Anyone traveling to the old continent from the U.S. in recent years has learned the hard way how expensive it is. The situation has improved in the last couple of months, thanks to the Greek financial crisis. But it still has a way to go.
Alarm about Greece—and other financially unstable countries in Europe—has dragged down the euro sharply. In November, before the crisis struck, you needed about $1.49 to buy one euro. Today you need only about $1.36. That's a 9% cut.
What does that mean for you, the would-be traveler? It's a big sale.
As recently as November, when the euro was flying high, the OECD estimated that countries like France, Italy and Germany were about a third more expensive than the U.S. Not all European countries were quite as expensive for the American visitor: Greece only cost about 17% more than the US, while the Czech Republic (which is not part of the eurozone) was actually about 15% cheaper than back home.
Fast-forward two months, and the situation looks somewhat better.
At current exchange rates, places like France will still cost you about 23% more than the U.S., but cheaper countries such as Spain and Greece are now only about 6% more expensive. The Czech Republic's a fifth cheaper than the U.S.
