Shanghai—Shanghai officials are welcoming a new national-water law that they say will help them protect the upper reaches of the Huangpu River and other water ways in Shanghai.

The new law, which came into effect yesterday, updates a law enacted（颁布） in 1988 that focused on supplying water to needy areas, but didn’t pay a great deal of attention to environmental protection.

The previous law, for example, gave local authorities power over waterways in these areas, but didn’t pay attention to the sources of those rivers and lakes. So, Shanghai was responsible for cleaning and protecting the lower reaches of the Chang Jiang River but had no say in how the river’s upper reaches, which feed into Shanghai, are maintained.

The new law will make it easier to control the amount of waste that ends up in local rivers and reduce inefficient use of waterways, said Zhang Jia-yi, director of the Shanghai Water Affairs Bureau, on the bureau’s website commenting on law yesterday.

Zhang said the new law focuses on the efficient use of water sources and emphasizes the harmonious development of China’s population, its economy and environment.

Zhang also emphasizes the city will crack down on companies and individuals that pollute the city’s water sources. The bureau sets up a special force to investigate(调查) water pollution in March.

So far this year, the bureau has published more than 3 million in fines on various polluters, Zhang said.

China’s second manned（人造的） space flight will be done by two astronauts（宇航员） over five days in 2005. “Shenzhou-VI will be sent into space sometime in 2005,” said Zuo Saichun, a spokesperson of the China Aerospace Science and Technology (CAST). “The spacecraft（宇宙飞船） will make new breakthroughs（突破性进展） in China’s manned space technology.”

    Unlike Shenzhou-V, a little more than a year ago (in October, 2003), the next flight will see two astronauts fly in space for five days. Their capsule (太空舱) is designed to be capable（能够）of orbiting（绕轨道运行） for a whole week, the spokesperson said. “For the first time, astronauts will enter and live in the orbital module（舱） of the spacecraft to do scientific experiments,” said a statement from CAST. CAST did not say what those experiments will be.

    In Shenzhou-VI, scientists have changed the spacecraft’s configuration (构形) to reduce its weight, and tried to improve the performance of on-board equipment. They have also worked to make sure of the energy supply of the spacecraft and further improve its safety.     A Chinese rocket carrying a probe（探测器）destined（预定） for the moon has been sent into space.

    A Long March 3C rocket with the Chang’e -2 probe took off from Xichang launch centre at about 11: 00 GMT.

    The rocket will shoot the craft into the trans-lunar orbit（绕月轨道）, after which the satellite is expected to reach the moon in about five days. Chang’e -2 will be used to test key technologies and collect data for future landings. China says it will send a rover（漫游者） on its next mission, and it also has ambitions to put humans on the surface of the lunar body at some future date.
