The appeal of advertising to buying motives can have both negative and positive effects. Consumers may be convinced to buy a product of poor quality or high price because of an advertisement. For example, some advertisers have appealed to people’s desire for better fuel economy for their cars by advertising automotive products that improve gasoline mileage. Some of the products work. Others are worthless and a waste of consumers’ money.
Sometimes advertising is intentionally misleading. A few years ago a brand of
bread was offered to dieters (节食者) with the message that there were fewer calories in every slice. It turned out that the bread was not dietetic (适合于节食的), but just regular bread. There were fewer calories because it was sliced very thin, but there were the same number of calories in every loaf.

But fear of loss is the real reason for fire insurance. The security of knowing that property is protected by insurance makes the purchase of fire insurance a worthwhile investment for most people. If consumers consider the quality of the insurance plans as well as the message in the ads, they will benefit from the advertising.
  Each consumer must evaluate her or his own situation. Are the benefits of the product important enough to justify buying it? Advertising is intended to appeal to consumers, but it does not force them to buy the product. Consumers still control the final buying decision.

Humanity uses a little less than half the water available worldwide. Yet occurrences of shortages and droughts (干旱) are causing famine and distress in some areas, and industrial and agricultural by-products are polluting water supplies. Since the world's population is expected to double in the next 50 years, many experts think we are on the edge of a widespread water crisis.

  But that doesn't have to be the outcome. Water shortages do not have to trouble the world---if we start valuing water more than we did in the past. Just as we began to appreciate petroleum more after the 1970s oil crises, today we must start looking at water from a fresh economic perspective. We can no longer afford to consider water a virtually free resource of which we can use as much as we like in any way we want.

  Instead, for all uses except the domestic demand of the poor, governments should price water to reflect its actual value. This means charging a fee for the water itself as well as for the supply costs.

  Governments should also protect this resource by providing water in more economically and environmentally sound (健康的) ways. For example, often the cheapest way to provide irrigation water in the dry tropics is through small-scale projects, such as gathering rainfall in depressions (凹地) and pumping it to nearby cropland.

  No matter what steps governments take to provide water more efficiently, they must change their institutional and legal approaches to water use.    Sustainable development is applied to just about everything from energy to clean water and economic growth, and as a result it has become difficult to question either the basic assumptions behind it or the way the concept is put to use. This is especially true in agriculture, where sustainable development is often taken as the only measure of progress without a proper appreciation of historical and cultural perspectives.

   To start with, it is important to remember that the nature of agriculture has changed markedly throughout history, and will continue to do so. Medieval agriculture in northern Europe fed, clothed and sheltered a popularly rural society with a much lower population density than it is today. It had smallest effect on biodiversity, and any pollution it caused was typically localized. In terms of energy use and the nutrients captured in the product it was relatively inefficient.

   Contrast this with farming since the start of the industrial revolution. Competition from overseas led farmers to specialize and increase yields. Throughout this period food became cheaper, safer and more reliable. However, these changes have also led to habitat loss and to decreasing biodiversity.

   What’s more, demand for animal products in developing countries is growing so fast that meeting it will require an extra 300 million tons of grain a year by 2050.yet the growth of cities and industry is reducing the amount of water available for agriculture in many regions.

   All this means that agriculture in the 21st century will have to be very different from how it was in the 20th. This will require complete thinking. For example, we need to move away from the idea that traditional practices are unavoidably more sustainable than new ones. We also need to abandon the idea that agriculture can be “zero impact”. The key will be to abandon the rather simple and unchangeable measures of sustainability, which centre on the need to maintain production without increasing damage.

   Instead we need a more dynamic explanation, one that looks at the pros and cons of all the various way land is used. There are many different ways to measure agricultural performance besides food yield: energy use, environmental costs, water purity, carbon footprint and biodiversity. It is clear, for example, that the carbon of transporting tomatoes from Spain to the UK is less than that of producing them in the UK with additional heating and lighting. But we do not know whether lower carbon footprints will always be better for biodiversity.

  In the United States in the early 1800’s, individual state governments had more effect on the economy than did the federal government. States controlled manufacturing, banking, mining and transportation firms and participated in the construction of various internal improvements such as canals, turnpikes(收费关卡), and railroads.
