  Not every student in the United States speaks English. When David Lau was in the school in San Francisco, his only language was Chinese. He did not understand the lessons because his teachers did not speak Chinese.

  David believed that he should get a good education and he complained(申诉)to the Supreme Court(最高法院)of the United States. The court agreed with David and ruled(裁决)that all schools must give certain help to students who do not speak English.

  Today, students like David receive certain help until they learn enough English. If they speak Chinese, Russian, or any other language, they usually have teachers who can explain their lessons in their own languages.
