Few laws are so effective that you can see results just days after they take effect. But in the nine days since the federal cigarette tax more than doubledto $1.01 per packsmokers have jammed telephone “quit lines” across the country seeking to kick the habit.

This is not a surprise to public health advocates. They've studied the effect of state tax increases for yearsfinding that smokersespecially teensare price sensitive.Nor is it a shock to the industrywhich fiercely fights every tax increase.

The only wonder is that so many states insist on closing their ears to the message.Tobacco taxes improve public healththey raise money and most particularlythey deter people from taking up the habit as teenswhich is when nearly all smokers are addicted.Yet the rate of taxation varies widely.

In Manhattanfor instancewhich has the highest tax in the nationa pack of Marlboro Light Kingscost $10.06 at one drugstore Wednesday. In CharlestonS.C.where the 7 cent a pack tax is the lowest in the nationthe price was $4.78.

The influence is obvious.

In New Yorkhigh school smoking hit a new low in the latest surveys13.8%far below the national average.By comparison,26% of high school students smoke in Kentucky.Other low tax states have similarly depressing teen smoking records.

Hal RogersRepresentative from Kentuckylike those who are against high tobacco taxesargues that the burden of the tax falls on low?income Americans who choose to smoke.

That's true. But there is more reason in keeping future generations of low?income workers from getting hooked in the first place. As for today's adultsif the new tax drives them to quitthey will have more to spend on their familiescut their risk of cancer and heart disease and feel better.

Many people write to newspaper and magazines to express their opinions. Letters to the editor must carry the writer’s full name, address and telephone number, although the information is not necessary for publication. This requirement to provide personal particulars is a clear indication that writers are held responsible for what they say. When a writer wants his voice heard, he needs to claim ownership of his voice. Responsibility is the name of the game.
“People today prefer living together to putting their signatures on a marriage certificate because they refuse to accept responsibility for the relationship,” said social worker Ken Yip, “and this is what is causing a lot of family problems.” When we sign a paper, for example, a business contract or a bank document, the signature is a seal of consent, an agreement to take the matter seriously. Most governments and many organizations will not process written complaints if they do not bear the writer’s signature. The absence of a signature, they explain, tells us that the writer cannot be too serious and therefore does not deserve a reply.
There are people who wish to remain anonymous(匿名的)for various reasons. Multi-billionaire Mr. King donates generously to charity several times a year. He gives simply because he wants to help but not for the publicity his donations may bring, and he does not want his good deeds to make news. In other cases, people insist on anonymity because they are afraid of the consequences of revealing their identity. Crime witnesses may be willing to assist the police, but most are unwilling to give their names when reporting a crime.
Name or no name? The answer is very personal and lies in how much we want to get involved. We all have a name. It is a matter if responsibility to use it when we make a statement, a claim or an accusation. We all want to honour our own name, and it is only by stamping our expression of an opinion with our own name that we honour what we say.

Afraid that her son would be too tired, Ms. Wendy would sometimes tell the boy to skip school, but each time, Fabian would insist on going to school.
“I don’t like it because when I return to school, I don’t know what’s going on,” the 12-year-old boy explained. He suffers for SMA-a neuromuscular(神经肌肉的)disease that leads to weakness in muscles-and gets around in a wheelchair.
Fabian’s determination to excel in his studies was evident when he was disappointed that he got a total score of 236 yesterday in his Primary School Leaving Examination. He was hoping for a score of at least 240, but his mother was full of pride. “I am happy with his results. He’s very motivated,” said Ms. Wendy.

Fabian proved to be a fighter. Ms. Wendy said, “ He would study every day on his own even though he was weak and his spine(脊柱)was already starting to curve quite badly.”
Fabian is also active in the Singapore Disability Sports Council, where he plays boccia(滚球), a ball sport for those who require a wheelchair due to physical disability.
At just 133cm tall and weighing 14kg, he knows that he will have to rely on others all his life. “I’m afraid that when my parents grow older, they will not be able to carry me and that there will be nobody to carry me,” said Fabian. “But for now, I feel lucky that I get to go out and do a lot of things that I thought I couldn’t.”
