Drunken driving—sometimes called America's socially accepted form of murder—has become a national epidemic(流行病). Every hour of every day about three Americans on average are killed by drunken drivers, adding up to an incredible 250,000 over the past ten years.

Heavy drinking used to be an acceptable part of the American manly image and judges were serious in most courts, but the drunken slaughter(屠宰) has recently caused so many well-publicized tragedies, especially involving young children, that public opinion is no longer so tolerant.

Twenty states have raised the legal drinking age to 21, reversing(使翻转) a trend in the 1960s to reduce it to 18. After New Jersey lowered it to 18, the number of people killed by 18-20-year-old drivers more than doubled, so the state recently upped it back to 21.

Reformers, however, fear raising the drinking age will have little effect unless accompanied by educational programs to help young people to develop “responsible attitudes” about drinking and teach them to resist peer pressure to drink.

Though new laws have led to increased arrests and tests and, in many areas already, to a marked decline in accidents, some states are also punishing bars for serving customers too many drinks. A bar in Massachusetts was fined for serving six or more double brandies to a customer who “obviously drunk” and later drove off the road, killing a nine-year-old boy.

As the accidents continue to occur daily in every state, some Americans are even beginning to speak well of the 13 years of national prohibition(禁止) of alcohol that began in 1919, what President Hoover called the “noble experiment”. They forgot that legal prohibition didn’t stop drinking, but encouraged political corruption and organized crime. As with the booming drug trade generally, there is no easy solution.

   For that matter，having a collection of any sort is a very popular way to have a mission. You get satisfaction whenever you find another piece of blue sea glass on the beach or another out-of-print book by Charlotte Yonge in an old bookstore.

   Taking photos is a common way to incorporate(使并入) a mission into traveling. Not only does this help keep memories vivid, it also makes you more attuned（协调一致）to your environment while traveling. For example，during my most recent visit to New Haven，I had a lot more fun wandering around once I set myself the mission of taking tourist photos of my own romance.

    Why is this true? The First Splendid Truth holds that to be happier，you have to think about feeling good and feeling right，in an atmosphere of growth. The more I’ve thought about happiness，the more surprised I’ve been at the importance of the “atmosphere of growth.” I think this is a huge engine of happiness, and when you have a mission, you create an atmosphere of growth whenever you pursue that mission.

Vienna－In spite of Iraq’s decision to stop oil deliveries, the 11- nation Organization of Petroleum Exporting Countries（OPEC）will not increase production to make up the shortfall, ministers decided Tuesday in Vienna.

    The 11 oil ministers decided to meet again on July 3 to discuss the effects of the Iraq temporary stop. The organization’s president, Charkid Kheria of Algeria, said after the meeting that stocks were high and prices were stable, so quota increases were not necessary.

    The E.U. Commission has expressed concern about Iraq’s output stop. A speaker said OPEC had to take all possible measures to keep or lower the oil price.

    Saudi Arabia’s Oil Minister Ali Al-Nuaimi had earlier said there would not be any shortfall of oil in the market. The organization had already taken steps to fill the gap, he said. OPEC Secretary General Ali Rodriguez added that the period of Iraq’s output stop was not known, so other exporters were not going to lift quotas yet. If the market was destabilized (使……动摇), a suitable response could be made.

    Iraq on Monday stopped shipments of crude oil to protest against the U.N. Security Council’s decision to extend the oil-for-food programme by only a month, instead of the normal six-month renewal. Just before the Vienna meeting, oil prices had gone up, with a barrel of OPEC crude oil selling for 27.05 dollars, up from 26.81 dollars last Friday. North Sea oil was at 29.26 dollars Monday evening.
